BY-LAWS
NACOGDOCHES
COUNTY MOUNTED PATROL
Article
1.01 NAME
The name of this Organization shall be the Nacogdoches
County Mounted Patrol. Any use of this
name except that which is expressly authorized by the Board of Directors of the
Organization is strictly prohibited.
Hereafter in these By-Laws, this entity shall be referred to as the
Organization.
Article
2.01 PURPOSE
The purpose of this Organization shall be to maintain a
group of skilled horse persons to establish a competing and performing equestrian
drill team and to assist with the Nacogdoches County Exposition Center and to
participate in other such activities as may be selected by the Board of
Directors.
Article
3.01 GOVERNMENT
A Board of Directors shall govern the Organization. The Board of Directors shall consist of 5
appointed members. Appointment will be
lifetime appointments. Decisions by the
Board are based on a majority vote of the Directors. Upon a vacancy in the Board of Directors any
member may submit an application for appointment. The Board of Directors will review all
applications and appoint new directors, as they so desire. The Board of Directors shall decide, direct
and oversee all activities of the Organization.
A Director may be removed from the Board of Directors by a unanimous
vote of the other 4 Directors.
Article
4.01 MEMBERSHIP
Any person desiring membership in the Organization shall
submit an application to the Board of Directors. The Board of Directors shall have the sole
authority to reject or approve new applicants for membership in the
Organization as tey may decide is necessary or in the best interest of the
Organization.
4.01A
Active Member: Is a riding or non-riding member who is in
good standing with the Organization.
4.01B
Riding Member: Is an active member that participates in the
drill team functions and owns a horse, trailer and transportation which meet
the requirements of the Organization.
4.01C
Non Riding Member: Is an active member
who does not meet the riding member requirements. All non-riding members must be an immediate
relative to a riding member.
4.01D
Alternate Riders: Shall consist of riders:
1. Who
cannot commit 100% to practices and performances or other events.
2. Who
join the team when the team is filled to the maximum (12 riders) until a position
comes open.
Alternates will be required to attend all practices and
be able to ride the drill in numerous positions.
Article
5.01 APPOINTED OFFICES
The Board of Directors shall appoint members to serve in
the following offices: Secretary,
Treasurer, Drill Master, Assistant Drill Master, Chaplain and Assistant
Chaplain.
The Board of Directors shall have the sole authority to
dismiss any member from their appointed office and to select replacement
members as they may decide necessary or in the best interest of the
Organization.

6.01 DUTIES OF APPOINTED OFFICES
6.01A
Secretary: Shall have the custody of all papers,
records, and documents pertaining to the Organization. Shall keep a record of minutes of any
meetings, issue all notices and prepares any required correspondence.
6.01B
Treasurer: Shall
maintain the financial accounts and make deposits and disbursements, and shall
perform other duties assigned. Shall prepare financial reports as needed to keep the Board of
Directors and the membership informed of the account status. Any check written on the Organization’s
account shall require the signature of the Treasurer and one of the
directors. The director signing an check cannot be an immediate relative to the treasurer.
6.01C
Drill Master: Shall preside over and direct all practices,
performances and other activities.
Develop and teach the drill.
Coordinate the team lineup for all practices, performances and other activities.
6.01D
Assistant Drill Master: Shall assist the Drill Master as directed
and in the absence of the drill master perform the duties of Drill Master.
6.01E
Chaplain: Shall provide invocation prayers as deemed appropriate by
the Organzation.
6.01F
Assistant Chaplain: Shall provide Chaplain duties
in the absence of the Chaplain or at other times as deemed appropriate by the
Organization.
7.01
CHECKS, DEPOSITS AND FUNDS
7.01A
Checks: All checks, drafts or orders of payment of monies, notes
or other evidence of indebtedness issued in the name of the Organization shall
be signed by the Treasurer and one of the directors that is not an immediate
relative of the Treasurer.
7.01B
Deposits: All funds of the Organization shall be deposited from
time to time to the credit of the Organization in such director approved banks,
trust companies or other depositories by the Treasurer in a timely manner.
7.01C
Gifts: Any active member may accept on behalf of the
Organization any contributions, gift, bequest, or device for the general
purpose or for any special purpose of the Organization. Any and all funds received by any active
member for the purpose of the Organization shall be turned in no later than the
next regular business meeting.
8.01
MEMBER RESPONSIBILITIES
All members must uphold the following rules and
regulations:
1. No
stallions allowed
2. Absolutely
no foul language, alcoholic beverages and/or illegal substances will be
tolerated before or during any performance, practice or while representing the
team in any manner. This will also apply
to friends and family members who accompany team members to any event or
practice.
3. At
any performance or event, riders must be in uniform, tacked and ready to ride
and at the designated assembly location at least 30 minutes prior to the start
time. It is the members
responsibility to assure that they know the uniform and the start time.
4. Absolutely
no animal abuse will be tolerated.
Reasonable correction will be allowed.
5. No
practice no performance: Riders must attend the three practices prior to any
performance or event unless excused by the Drill Master and two board members.
6. Three
strikes and you are out: Any member that does not follow the rules and
regulations will be given three chances: 1st offense will receive a
verbal discussion and warning by the Board of Directors, 2nd offense
will receive a suspension of 30 to 90 days depending on the severity of the
infraction, 3rd offense will result in automatic dismissal from the
team.
7. All
riders are responsible for their own transportation to all events and practices
scheduled by the Organization.
8. All
riders must participate in the Organization’s parking responsibilities at the
Nacogdoches County Expo. Any rider that
misses two consecutive parking events, without express permission from the
Board of Directors, may be dismissed from the Organization.
9. All
riders ride at their own risk. Each
rider must sign a release form releasing the Organization and the Nacogdoches
County Expo from any and all liability.
10. Any
negative attitudes, comments or disrespect toward the Board of Directors and/or
any of the appointed offices will not be tolerated and can result in dismissal
from the Organization.
9.01
PRACTICES AND MEETINGS
Regular practices will be held each Tuesday night at the
Nacogdoches County Expo starting at 7:00 p.m.
All riders should have their horses tacked and warmed up and ready to
ride at 7:00 p.m. sharp. Notices of
practice will only be issued if the time and/or place has
been changed.
Regular business meetings will be held at the Nacogdoches
County Expo on the last Tuesday of every month.
Notices of business meetings will only be issued if the time and/or
place has been changed.
10.01
DUES
Dues shall be twenty-five
dollars ($25.00) per year payable the first day of January and become
delinquent on the first day of February.
Any delinquent member is not in good standing and cannot participate in
any practice, performance or event until dues have been paid in full.
11.01
BY-LAW CHANGES
The Board of Directors
reserves the sole right to make exceptions and/or amendments to the
by-laws. The Board of Directors reserves
the sole right to immediately change the by-laws, within reason, if it is
decided that the change is in the best interests of the Organization by a
majority vote of the Directors.
